NTISB is the apex national body responsible for formulating, implementing and overseeing policies, standards and directives to ensure the security of ICT services across Pakistan. It safeguards national interests by strengthening ICT security across Government, Armed Forces, and relevant public and private sector entities.

Our Mandate

NTISB is mandated to establish a secure, resilient and self-reliant national ICT ecosystem that supports national security and digital sovereignty. The Board leads the nation by:

  1. Formulating and issuing national ICT security policies and Government directives
  2. Enforcing robust security standards across Armed Forces and Civil Departments
  3. Advising the Federal Government on ICT security, cyber laws and prosecution mechanisms
  4. Ensuring institutional compliance with approved security frameworks
  5. Strengthening national capacity in ICT security through governance, oversight and coordination

Spectrum of Activities

NTISB is entrusted with a wide-ranging and vital set of responsibilities to ensure the integrity and security of national ICT systems. These include:

1 Policy Formulation & Directives
  • Formulate and issue policies and Government directives to ensure secure use of ICT services across Federal, Provincial Governments, Armed Forces, relevant public and private sector entities
  • Periodically review national ICT security posture in line with technological expansion and emerging threats
2 Oversight & Compliance
  • Monitor and assess the effectiveness of Government-issued ICT security policies.
  • Identify weak links in organizational ICT security frameworks and recommend corrective actions.
  • Report major ICT security violations and non-compliance to the Prime Minister and Defence Committee of the Cabinet.
3 Security Evaluation & Audits
  • Evaluation of IT, Communication and Cryptographic security equipment through accredated labs
4 Certification Body
  • CB ensures implementation of Common Criteria Evaluations and Certifications schemes
5 Regulation of ICT Equipment
  • Regulate and control the induction of communications and cryptographic security equipment
  • Prevent deployment of ICT security equipment without approval of NTISB / Cabinet Division, in Government and Private Organizations
6 Capacity Building & Training Standards
  • Formulate national training standards for personnel handling ICT security functions
  • Define and periodically review rules and regulations governing ICT security personnel
7 Root CA & PKI
  • Establish, manage and regulate Public Key Infrastructure (PKI) frameworks to ensure trust, authentication, integrity and non-repudiation of electronic communications
8 Cyber Security Incident Management
  • Recommend and coordinate remedial measures in response to known, reported, or revealed ICT security compromises, ensuring alignment with nCERT-managed incident response protocols
  • Support restoration of secure telecommunications and IT systems following incidents, in coordination with nCERT
